Montgomery Expands Road Safety Camera Program

16, 2011) -- The city of Montgomery is expanding its road safety camera
program by deploying state-of-the-art mobile speed equipment to reduce
speeds and increase safety in school zones, construction zones and
neighborhoods.
The program features the latest automated technology and equipment, which
will be mounted in black-and-white Montgomery Police Department patrol
cars to deter speeding in areas most vulnerable to the hazards of
speeding motorists, according to Police Chief Kevin Murphy.
“Too many drivers choose to ignore the designated speed limit and think it
is acceptable to speed through school zones, neighborhoods and
construction zones,” said Murphy. “We know that enforcement helps
drivers slow down and avoid crashes that may result in serious or fatal
injuries and property damage. We want to change this dangerous driving
behavior to increase safety with the help of mobile speed technology.”
Murphy said the program will supplement the work of MPD and help free
officers to focus their efforts in other areas. The speed camera
equipment will be deployed in decommissioned marked patrol cars to
encourage safety through visibility. “This program is not about ‘gotcha’
enforcement. Any motorist who receives a speeding citation through the
road safety camera program will have knowingly sped past a marked patrol
unit,” he said.
When a vehicle passes a mobile speed patrol vehicle in excess of the
posted speed limit, a photograph is taken of the vehicle and driver. Up
to two more photographs are captured to record the vehicle’s license
plate. The date, time, speed and location of the violation are recorded
on the digital image. Similar to the red light safety camera system,
which was initiated in 2008, the MPD will review all images to verify
violations.
Beginning Dec. 16, the mobile speed patrol vehicles will be deployed and a
30-day warning phase will start. During the warning period, drivers who
are photographed speeding will receive a warning notice in the mail, but
no fine. The enforcement phase will begin on Jan. 16, 2012. The fine for
violation is $60 for first and second offenses and $100 for third and
subsequent offenses within a 12-month period. Citations may be appealed
in Montgomery Municipal Court. No points are assessed against a driver’s
record.
Montgomery is implementing the program under local legislation passed by
the Alabama legislature and municipal ordinance.
